Conditions of Service for Local Government Employees

General

Your appointment is subject to the scheme of Conditions of Service of the National Joint Council for Local Government Services.

Salary

For employees with a year-round pattern of work:
Salary is paid monthly, in arrears, by bank credit into an account of your choice. New entrants appointed between 1 October and 31 March in any year will be entitled to one increment after 6 months' service; thereafter increments are paid annually on 1 April until the maximum is reached.

For employees with a seasonal pattern of work:
Salary is paid four weekly on the basis of time sheets submitted. New entrants appointed between the start of the season up to 30 April inclusive receive an increment at the start of the following season. If commencing on or after 1 May, an increment is paid after 12 calendar months.

Probationary Period

When you join the Authority's service you will serve a six month probationary period at the end of which, subject to a satisfactory report by your Manager, you will be transferred to the staffing establishment.

Hours of Work

Office-based employees:
The Authority's normal hours of opening are 9.00 - 17.00 Monday to Thursday and 9.00 - 16.45 on Fridays. Flexible working hours are available to most staff whereby hours are calculated over a 4 week period of 148 hours with a carry forward of + 16 hours or - 8 hours in the end of any period. Half an hour must be taken for lunch with flexibility for up to 2 hours. Core times are 10.00 - 12.00 and 14.00 - 16.00, with a total span of working day of 07.30 - 19.30. The standard working week is 37 hours.

Other employees:
Some employees are not office-based and their standard hours of work are 37 per week.

Employees with a seasonal pattern of work:
Hours of work may vary as dictated by rotas up to a maximum of 37 hours per week. This may include weekend and bank holiday working. Double time is paid for work undertaken on the statutory bank holidays.

Annual Leave

The basic annual leave entitlement is set out below and is dependent on length of continuous local government service:

  • Less than 5 years - 20 working days
  • Not less than 5 years - 25 working days
  • Not less than 10 years - 27 working days

In addition, there are 10 paid Bank and extra statutory holidays each year.
For part-time employees, pro rata entitlements apply.

Sickness Payments

In the case of absence from duty owing to illness, including injury or other disability, a sickness allowance is payable in accordance with the following scale, less certain benefits payable under the Department of Social Security rules.

  • 1st year of service: 1 month full pay, 2 months half pay (after 4 months service)
  • 2nd year of service: 2 months full pay, 2 months half pay
  • 3rd year of service: 4 months full pay, 4 months half pay
  • 4/5th year of service: 5 months full pay, 5 months half pay
  • After 5 years of service: 6 months full pay, 6 months half pay

Pension Scheme

The post is subject to pension regulations and membership of the Local Government Pension Scheme is automatic for all new entrants unless you opt not to join the scheme. Your contributions are made at the rate of 6% of salary.

Medical Examination

You will be required to complete a personal medical questionnaire and, in the light of the information supplied, we will decide whether you need a medical examination or X-ray to ascertain fitness to undertake the duties of the post to which you have been appointed.

Car Allowance

If a car allowance is attached to the post, the allowance paid will be in accordance with the national scales up to a maximum of 1450cc. The Authority retains the right to vary any allowance granted.

Purchase of Motor Cars

The Authority operates a scheme for advancing loans for the purchase of a car.

Candidates' Expenses

Necessary expenses incurred by candidates attending for interviews will be refunded as shown below. Receipts must be produced where appropriate for payment to be made.

a) 2nd Class rail or bus fares or mileage at the rate of 15p per mile up to a maximum of £150 per return journey;
b) Subsistence and necessary overnight expenses: Breakfast - £5; lunch - £7; tea - £3; evening meal - £10.

Relatives of Members of the Authority or Officers

Each candidate shall disclose whether to his/her knowledge he/she is related to any member of the Authority, or to the holder of any office under the Authority. Deliberate omission to make such a disclosure will disqualify the candidate and, if the omission is discovered after the appointment, he/she shall be liable to dismissal without notice.

Canvassing

Canvassing of members of the Authority, directly or indirectly, shall disqualify the candidate.

Retirement

The compulsory retirement age is 65. In line with current legislation, we now apply 65 as the normal retirement age. Employees have the right, in agreement with the employer, to work beyond the age of 65.

Local Government (Early Termination of Employment) (Discretionary Compensation) (England and Wales) Regulations 2006

The LDNPA agreed a revised redundancy policy which included details of the policy the Authority would apply in the exercise of their discretionary powers under the Local Government (Early Termination of Employment) (Discretionary Compensation)(England and Wales) Regulations 2006.

The revisions to the policy have the effect that:

  • The Authority will exercise the discretion conferred by the Regulations  to award up to a maximum of five added years membership of the Local Government Pension Scheme to eligible redundant employees.
